Accessibility of Public Transport
People are considered to have reduced mobility if they experience difficulty moving around in public spaces due to factors like pregnancy, a leg injury, or a physical, mental, psychological, intellectual, or sensory disability, or due to a permanent health condition.
Reduced mobility can be temporary or permanent. As mobility is a fundamental need, it must be accessible to all, requiring necessary adjustments to make public transport suitable for people with reduced mobility. This includes adequate infrastructure at stations and bus stops, vehicle equipment, and accessible passenger information. Information screens and audible announcements on buses, trams, and trains facilitate communication. The website www.mobiliteit.lu is largely accessible for people with disabilities, as it partially complies with Luxembourg’s current legislation.
To check your eligibility for Adapto, the on-demand transport service for people with reduced mobility, please visit the Adapto website. There, you’ll find detailed information on eligibility criteria, the application process, and required documents.
Strategies and regulations
As part of the implementation plan for the United Nations Convention on the Rights of Persons with Disabilities (2012-2017), the Ministry of Family Affairs, Solidarity, Living Together, and Refugee Reception developed an action plan to address the needs of people with reduced mobility.
Details of the measures are outlined in Chapter 6 of the action plan, titled 'Transport and Mobility.' The plan proposes specific short-, medium-, and long-term actions to enhance accessibility in road, rail, and air transport. The Public Transport Administration (ATP) is currently reviewing this chapter. Articles 9 and 20 of the United Nations Convention on the Rights of Persons with Disabilities address personal mobility.
Info-Handicap's 'Guide du Handicap' provides a thematic brochure on transport and mobility, offering extensive information on public transport in Luxembourg, relevant European and national legal references, and contact points within Luxembourg.
