The Administration
Introduction
The Public Transport Administration (ATP), created by the Public Transport Law of 5 February 2021, became operational on 1 March 2021 after the responsibilities of the Department of Mobility and Transport of the Ministry of Mobility and Public Works (MMTP) were merged with those of the Verkéiersverbond (National Public Transport Association), a public body previously under the authority of the MMTP.
The ATP, which is responsible for the organisation of public road transport services and operational planning, manages the Régime Général des Transports Routiers (RGTR) under the supervision of the Department of Mobility and Transport of the Ministry of Mobility and Public Works (MMTP).
With over 200 lines, the RGTR buses serve the country's towns and cities via a dense network of inter-municipal and cross-border connections. They are collective public transport services that meet the needs of users. The RGTR also provides school transport to secondary education establishments with currently 308 lines.
The ATP also includes the services Adapto and Mobibus, responsible for organising special transport for people with reduced mobility. It also operates the call center (tel.: 2465 2465), which acts as a contact point for the public and provides multimodal information, as well as the Leetstell, the command center for the RGTR network.
Finally, the ATP provides users with a route planner in the form of an app and the mobiliteit.lu website.
Areas of activity and tasks
Administration and organisation of public transport
- Administers, organises and monitors the public RGTR bus and school bus lines at national and cross‑border level, including the specialised services Adapto and Mobibus.
- Optimises and manages, in cooperation with relevant authorities in Germany, Belgium and France, the cross‑border bus connections (RegioZone lines).
- Organises, manages and plans the timetables of the RGTR lines.
Special transport services for persons with reduced mobility (PRM)
- Organises and manages specific transport services, in particular:
- the Adapto service (on‑demand transport for persons with reduced mobility)
- the Mobibus service (regular special transport for persons with special needs)
Administrative, technical and financial management
- Responsible for the organisational, administrative, technical, financial and accounting management of regular, specialised and on-demand public transport services provided by operators under public service contracts;
Information and public relations
- Informs and advises the public about the mobility offer, providing integrated and multimodal information on public transport modes and active mobility via suitable communication channels such as call centre, app, website and social media.
- Handles complaints addressed to the Administration.
Operational monitoring
- Manages the control centre “Leetstell” for the RGTR network.
Data collection and statistics
- Collects relevant data on public road transport on behalf of the Minister for the purpose of statistics and to support the Administration's mission.
Legal framework and fare policy
- Contributes to the drafting of Luxembourg legislation in the field of public transport and ensures its implementation.
- Prepares tariff proposals and applies the relevant decisions of the Minister.
- Carries out administrative and procedural tasks according to European Union regulations on passenger road transport.
